With the adoption of the Paris Agreement Work Programme at COP-24 in December 2018, the “rule-book” of the Paris Agreement has been agreed. The “rule-book” includes a set of decisions by the Conference of Parties serving as the Meeting of Parties of the Paris Agreement (CMA) providing further guidance relevant for the preparation and communication of NDCs.

By 2020, all Parties are requested to act on their Nationally Determined Contributions (NDCs), by either preparing new ones or updating their current NDCs. The NDCs communicated by 2020 will become the basis for the climate regime under the Paris Agreement, including for the tracking progress of implementation and achievement of NDCs under the enhanced transparency framework through their biennial transparency reports to be submitted no later than by the end of 2024, as well as for the first Global Stocktake which will be held in 2023. Ideally, these NDCs reflect, to the extent possible, the guidance adopted in Katowice. In this context, the Technical Hands-on Training on Information for Clarity, Transparency and Understanding (ICTU) and Accounting for NDCs will seek to improve the understanding of further guidance from CMA in Katowice and enhance the technical capacity of national expert to apply them to their NDCs. These will be achieved by:

- introducing the CMA decisions relevant for NDC preparation, communication and accounting (4/CMA.1, 9/CMA.1 and 18/CMA.1) and discussing the implications of these decisions in the context of new/updated NDCs by 2020 and beyond;

- providing first-hand experience of how to apply guidance relating to ICTU, accounting and tracking of progress through hands-on exercises;

- assessing capacity needs related to the implementation of the guidance relating to ICTU, accounting and tracking of progress

To this end, the workshop will allow ample time for participants to discuss ideas and approaches how these decisions could be best applied to the NDCs from the region as well as to the diversity of NDCs that have been communicated by participating governments. The workshop will also introduce best-practices based on existing NDCs from the region and from Parties with similar national circumstances and capacities.
