The Government of Papua New Guinea (PNG) is committed to supporting responsible and sustainable development as outlined in the PNG Strategy for Sustainable and Responsible Development (StaRS) and further elaborated through PNG’s Third Medium Term Development Plan (MTDP-3). A key element of this strategy involves how PNG can take action to both address the country’s vulnerability to climate change and minimize the country’s Greenhouse Gas (GHG) emissions as part of global efforts to prevent dangerous levels of climate change with Vision 2050 setting out ambitious goals for action including a 50 per cent reduction in emissions by 2030 and carbon neutrality by 2050 with further details of proposed approaches to achieving these goals included within the PNG’s Climate Compatible Management Policy.

To support this action, PNG needs to have a clear short to medium term approach to climate change that cuts across sectors and not only helps to reduce the negative impacts of climate change but also seeks to support “win-win” opportunities that both reduce emissions and help PNG’s economy grow and flourish.

The Climate Change and Development Authority (CCDA) in partnership with the Department of National Planning and Monitoring (DNPM) are working to lead this process through the development of a number of strategic documents that will help inform and guide PNG’s approach. These include:

- Development of a Roadmap for the Implementation of PNG’s Nationally Determined Contributions (NDC) under the United Nations Framework Convention on Climate Change (UNFCCC);

- Development of a Roadmap to Achieve SDG 13 – Action on Climate Change within the context of PNG;

- Finalisation of a National REDD+ Finance and Investment Plan (RFIP) to support the implementation of PNG’s National REDD+ Strategy 2017 – 2027.

These actions will be critical in feeding into effective national, sector, and subnational planning activities and will also provide valuable tools to present PNG’s climate action globally and to help mobilise international support.

In particular these documents will feed into presentations to be given by PNG within the United Nations Secretary General’s (UN SG) Climate Action Summit on the 23rd September 2019 ( and on the 25th UNFCCC Conference of Parties (COP25) in

Santiago in December 2019 ( Both of which represent key opportunities to showcase national efforts and strengthen international interest and support in PNG’s climate actions.

Further, this work is critical for the Government of Papua New Guinea’s presentation of the first Voluntary National Review (VNR) at the 2020 session of the High-Level Political Forum on Sustainable Development and establishing institutional structures and mechanisms for wider implementation of the 2030 Agenda. The VNR is the official global reporting on SDGs and is a significant opportunity to present the country’s progress towards the 2030 Agenda to the global community.

The national workshop is divided into two main sessions:

Morning session – Climate Change in PNG – Challenges and Opportunities for Every Sector – the session will provide an update on: PNG’s commitments and current action on climate change, its potential impacts across the country and economy, options for priority mitigation and adaptation activities and consideration of key financing opportunities.

Afternoon Session – REDD+ Finance and Investment Plan – Reviewing and considering key investment options for REDD+ in PNG. – The session will present a deeper assessment of opportunities and costs for implementing action on REDD+ in PNG as well as consideration of how these actions can be financed. The participants will have opportunity to provide their comments and feedback on the draft version shared by the CCDA with a final set deadline of 15 August 2019.
