Port Moresby, 5 January 2026 – Papua New Guinea has officially submitted its First Biennial Transparency Report (BTR1), together with the REDD+ Technical Annex and the National Inventory Document (NID), to the United Nations Framework Convention on Climate Change (UNFCCC), marking a major milestone in the country’s implementation of the Paris Agreement.
The submission demonstrates Papua New Guinea’s continued commitment to transparency, accountability and evidence-based climate action. These reports provide a comprehensive account of national greenhouse gas emissions and removals, progress on mitigation actions, adaptation targets, REDD+ results and institutional arrangements supporting climate reporting and implementation.
The Biennial Transparency Report (BTR) was prepared in accordance with the Enhanced Transparency Framework (ETF) under the Paris Agreement and outlines PNG’s national circumstances, greenhouse gas inventory, mitigation and adaptation actions, challenges capacity-building needs and support received and needed. The accompanying National Inventory Document provides detailed technical information on methodologies, data sources, and assumptions used in compiling the national greenhouse gas inventory. The REDD+ Technical Annex presents results from the land use, land-use change and forestry (LULUCF) sector in line with UNFCCC reporting requirements.
The Climate Change and Development Authority (CCDA), as the National Designated Authority for climate change, led the coordination and compilation of these submissions in close collaboration with line agencies, technical experts and development partners. The process reflects strengthened national systems for data collection, quality assurance and inter-agency coordination.
Speaking on the submission, Ms Debra Sungi, the acting Managing Director of CCDA emphasized that the completion of BTR1 and related documents not only fulfills international reporting obligations but also provides a strong technical foundation to inform national policy, planning, and investment decisions, including future Nationally Determined Contributions (NDCs) and climate finance mobilization. “The submission of Papua New Guinea’s First Biennial Transparency Report to the UNFCCC is a landmark achievement that underscores our dedication to transparency, accountability and meeting our commitments under the Paris Agreement despite ongoing capacity and resource limitations. This milestone was made possible through strong collaboration across government agencies, technical teams and development partners. The BTR will strengthen our national reporting systems, improve the quality of climate data and support more informed and impactful climate policy decisions going forward.”
