Climate Change and Development Authority (CCDA) is a PNG Government Statutory Body.

The Climate Change and Development Authority (CCDA) is a statutory body established by the Government of Papua New Guinea. The National Constitution, through the National Goals and Directive Principles, has assigned responsibility to CCDA and other relevant agencies or departments to lead efforts in ensuring that PNG’s natural resources and environment are preserved and utilised sustainably. A specific emphasis on climate change is articulated under Pillar 6 of PNG’s Vision 2050, wherein efforts are directed towards managing environmental issues, such as environmental health, and addressing climate change in a manner aligned with PNG’s developmental requirements. Furthermore, under the PNG Development Strategic Plan 2010-2030 (section 6.7), PNG has articulated a target within the twenty-year horizon to adapt to the domestic impacts of climate change and contribute to international efforts to mitigate greenhouse gas emissions. The government has further translated these national responsibilities into medium-term development directives and actions, with priority focus areas and targets for CCDA detailed in the Medium-Term Development Plan (MTDP) IV, Strategic Priority Area (SPA) 10 concerning Climate Change and Environmental Protection.

Who We Are

CCDA is mandated under the Climate Change (Management) Act 2015 to contribute to global
efforts in mitigating greenhouse gas emissions through low-carbon development, which
promotes economic growth and social welfare, thereby enhancing the well-being and
prosperity of the people. Under Part II Section 10 of the Climate Change (Management) Act
2015, CCDA’s purpose is to:
Promote the management and sustainable development of actions to mitigate and
adapt to climate change.
• Implement any relevant obligations of the State under applicable rules of International
Law and agreements related to climate change.
• Act as PNG’s Designated National Authority (DNA) for the Paris Agreement and any
other arrangements or agreements made under it, and related purposes. Under these
arrangements, CCDA is the DNA responsible for the issuance of the Host Country
Letter of Approval for all projects and activities related to Carbon Trading or any form
of Carbon Offset Projects. and
• Establish and manage trust funds that facilitate the control and distribution of received
benefits and levies.
• Implement the United Nations Paris Agreement (Implementation) Act 2016 under
Section 7.
• The Corporate Plan has been developed to help CCDA fulfil its mandate.
CCDA will collaborate with strategic partners and stakeholders to promote carbon neutrality
and climate compatibility. The government’s medium-term strategic emphasis on climate
change management over the subsequent five years is delineated in the MTDP IV SPA 10,
concerning Climate Change and Natural Environment Protection. CCDA shall guarantee the
achievement of climate change programs, Key Result Areas (KRAs), and strategies outlined
in the MTDP IV SPA 10 through the following Strategic Outcomes.
