What is the Green Fee?
The Green Fee is a K50.00 climate levy introduced by the Climate Change and Development Authority (CCDA) for foreign passport holders departing Papua New Guinea (PNG). This is a fee to offset their carbon footprints while in PNG. The fee contributes to strengthen sustainable development programs focusing around eco-tourism and biodiversity conservation programs.
Who is required to pay the Green Fee?
All foreign passport holders departing Papua New Guinea are required to pay the K50.00 Green Fee at designated collection points prior to departure.
Are there any exemptions?
YES, the following are exempted:
- PNG Passport Holders
- Children under 12 years of age
- Military personnels, members of international security force either police or military, corrections or special agents while on duty
- Crew members of a Vessels or ship
- Transiting passengers of less than 12 hours
Where and how can I pay the Green Fee?
Payments can be made through the following channels:
- At International Airports: Green Fee collection booths located within departure terminals. This is encouraged for individual/single payment.
- At CCDA Headquarters: Revenue Office, Enchi Building, Fig Street, Wards Road, Hohola, Port Moresby). This is encouraged for both early and bulk payments.
- Payment Methods:
- Cash
- Debit/Credit Cards (via BSP EFTPOS – accepts all major cards)
- Direct bank transfer (SMS banking, online banking)
- Online payment (system currently under development, expected to launch within the next quarter)
Can I pay the Green Fee in advance?
Yes. The Green Fee can be paid up to one month in advance of your departure date. Upon departure, the card is considered invalid.
If my flight is cancelled, do I need to pay again?
No. The Green Fee payment remains valid for one month from the date of purchase, allowing passengers to use it for a rescheduled departure within that period. However, if flight is cancelled after validation of the green card, do visit ground staff to reactivate or reissue a new green card.
Can I transfer my Green Fee payment to someone else?
Yes. The payment is transferable and not tied to a specific passport. Another traveler may use the valid payment confirmation within the one-month validity period.
Can the Green Fee be refunded?
Refunds are not available once the Green Fee has been paid. However, it remains valid for one month, during which the payment can be used for a future departure or transferred to another eligible traveler.
What happens if I do not pay the Green Fee?
Currently, there are no direct penalties for non-payment. However, it is implied that nonpayment may affect the ability to complete exit procedures at the airport, as payment confirmation will be part of the departure process.
When are CCDA officers available for payment collection?
CCDA officers will be stationed at international departure terminals during operating hours aligned with flight schedules (morning and evening). The CCDA will make every effort to ensure officers are on-site for all scheduled departures.
Alternatively, one can purchase green card at the CCDA headquarters during official hours or contact the green fee team to arrange purchase.
Is the CCDA Hohola Office only for bulk payments?
While the Hohola Office facilitates bulk or advance payments for groups, organizations, or frequent travelers’, individual payments can also be made at this location.
