Provide oversight on the implementation of the Climate Change (Management) (Nationally Determined Contribution) Regulation 2022. Generally, the Division is responsible for coordinating the establishment of the national MRV system to report and verify the country’s greenhouse gas emissions, as well as the Government of PNG’s involvement in UNFCCC negotiations.

 

The Measurement, Reporting and Verification & National Communication Division is responsible in developing and maintaining a comprehensive MRV system that will allow to measure, report and verify the rate of forest change, greenhouse gas emissions country’s carbon emissions and comply with the requirements of global climate change rules (e.g., UNFCCC).

 

Furthermore, the division is responsible for;

(i)Coordinating the establishment of the country’s climate change information hub, and the national MRV system to report and verify the country’s GHG emissions;

(ii)Coordinate the CCDA’s role in national consultation, stakeholder engagement and information sharing;

(iii)Coordinate the Government’s attendances and participation under the Climate Change Convention negotiations;

(iv)Coordinate and reporting all climate change actions in PNG to the UNFCCC and other related treaties

The division aims to establish transparency, accountability and trust among all sectors and stakeholders

CCDA is also the Designated National Authority (DNA) where it is required to mobilise funds domestically through potential revenue generation sources such as carbon levies or fees. Much of these roles will be through the mitigation efforts where REDD+ Safeguards assurance and low carbon compliance activities will be apparent. The implementation of the Climate Change (Management) (Nationally Determined Contribution) Regulation 2022 has provided new and legally empowered roles for CCDA to collect, store and report on climate change data within PNG. The development of the Papua New Guinea National Adaptation Plan has brought about new sets of roles where CCDA will provide oversight to ensure that climate resilient actions are well mainstreamed and implemented by sectoral adaptation plans1.
