The Climate Change and Development Authority (CCDA) in collaboration with key development partners convened the 2nd National Consultation Workshop on Papua New Guinea’s Third Nationally Determined Contribution (NDC 3.0) Zero Draft at the Gateway Hotel in Port Moresby.
The workshop brought together representatives from national government departments, development partners, civil society and the private sector to review and provide technical input into the draft NDC 3.0. The consultation forms part of Papua New Guinea’s commitment under the Paris Agreement to periodically update its climate commitments in line with national circumstances and global climate goals.
The Zero Draft outlines PNG’s mitigation targets, adaptation priorities, and the inclusion of Loss and Damage and Gender Equality and Social Inclusion (GESI) as new chapters to the NDC, ensuring alignment with national development priorities.
Opening the workshop, Ms. Debra Sungi, Acting Managing Director of CCDA, emphasized the importance of collective ownership and practical implementation.
“The NDC 3.0 is not just a document for submission to the UNFCCC. It is a national framework that reflects Papua New Guinea’s development priorities, climate realities, and our shared responsibility to respond effectively,” Ms. Sungi said.
“This consultation marks important progress in strengthening the foundation of our NDC. The quality of our commitments depends on the strength of our data, sectoral coordination and the contributions of all stakeholders in this room.”
Ms. Sungi further highlighted that meaningful participation from line agencies and development partners is critical to ensuring that sectoral targets are realistic, measurable, and implementable.
The key discussions were on key chapters of the Zero Draft, including mitigation targets especially in the Energy and Agriculture, Forestry and Other Land-Use sectors and the adaptation and Loss and Damage priorities.
The inputs gathered during the consultation workshop will provide further revisions to the Zero Draft before it proceeds to the validation processes and eventual submission to the UNFCCC.
