Strategic Decision Framework for PNG’s REDD+ Financing Pathway: Options include HFLD Application, ART-TREES Timing & GCF Mainstreaming

PNG has generated verified REDD+ results since 2014 and is now eligible for multiple financing pathways.

Papua New Guinea (PNG) has generated verified REDD+ results under the UNFCCC since 2014.These results are now eligible for multiple financing pathways-primarily ART-TREES (TREES 2.0) and the Green Climate Fund(GCF) Results-Based Payments-Mainstreaming Window as part of the regular GCF project and program activity cycle. With overlapping eligibility windows and distinct accounting implications-including whether or not to apply the High-Forest, Low-Deforestation (HFLD) adjustment-PNG must make a sequence of time-bound policy decisions that will determine how its REDD+ results can be monetized and how they interact with the country’s Nationally Determine Contribution (NDC).

The GoPNG through Climate Change and Development Authority with the support from Food and Agriculture Organization (FAO), the European Union – Forestry Climate Change Biodiversity (EU-FCCB) and UNREDD program are in close collaboration and in-dept discussions on the Key milestones and the Strategic Decision PNG must make. The session is designed to support the Government of Papua New Guinea in making decisions in the correct order, with best information at hand and within critical deadlines, ensuring value maximization, regulatory compliance, and the retention of strategic flexibility until irreversible points are reached.

The team also discussed on the reversals, uncertainties and buffer pools. As well as planning of the UN-REDD Technical Assistance for 2026.
